All useres can't use File dsn

Hi,

I am connecting to SQL Server 2000 via three ODBC dsn's.  One of these is a File dsn, some users can connect using this dsn but some cannot even though their permissions seem to be the same in Windows and in SQL Server.  I am encountering the problem in a database running on SBS 2003 (SQL Server 2000) and one running on Windows 2000 (MSDE: SQL Server 7 used for testing).

The error message is :

ODBC Administrator
Unable to open the file 'C:\Program Files\Common Files\ODBC\Data Sources\xxxx.DSN' for writing due to Error Code 5

I have set the permissions on the directory and the xxxx.dsn file to everybody permitted.  

How can I allow everybody to use the File dsn?
