Because of the way the system is set up, the most important variable in this equation is you. Cannot connect to SMTP server via name or IP in Outlook

A friend has a situation where he cannot connect to an SMTP server within Outlook on one network but can connect on all others.  I have limited access to his systems since he is three time zones away but here is the information that I do have.

On the network that is failing, I can ping the SMTP server by name and IP.  However, when I use either the name or IP in the SMTP server field in Outlook, Outlook reports that the server cannot be found.  If I use the same settings on any other network, the server is found and the connection is made.  I turned off Windows firewall to remove any possibility that it was being blocked by Windows firewall but still cannot make a connection.

I installed Thunderbird to test the SMTP access through a different email client and I get the same result.  I can receive email but not send.  The FQDN for POP and SMTP servers is the same and the name does resolve to the IP.  Again, SMTP is not working even if we use the IP address in the SMTP server field.

I do not have access to their router or I would check for ports being blocked there.
