How do I prevent users from dragging/moving shared folders without denying write permission?

Hi Experts,

I have an ongoing issue with users accidentally dragging shared folders inside one another creating trouble. Is there a way to restrict them moving the folders but still give them full access to do everything else? Running a single domain and a mix of server 2000/2003.
