deny registry for local admin

Hi,
I have applied the gpo to prevent access to registry in th domain. Now being just normal user it prevents. But since some of the users know local admin password and some of them has local admin access they are damaging the system by using playing with it. Now I want to disable access to rigistry even for administrator how can i do this? at the same time I dont want to disable local administrator a/c.
