Windows 2003 DHCP Res outside of pool

We are running two DHCP servers on our network one with a range of:
10.10.10.50-100 and another server with a range of:  10.10.10.120-10.10.10.170
We have staff that need static IP's on their workstations due to VPN connections coming into the network.  Can we reserve IP addresses that are outside of the reservation pool on one of the DHCP servers just in case they contact the "wrong" DHCP server first when using VPN to come into the network?    We can bind by MAC on these reservations to ensure proper distribution.  Can anyone think of any problems with this scenario?
