I have an encrypted folder/subfolders/files, I would like to add a user in order to be able to view files.
in the Details of an encrypted file I can see this:
"Users who can transparently access this file" if I add a user, they will be able to view just that file.
But how can I add a user at the folder level so that they can see all encrypted files inside all subfolders??

You should be able to enable EFS for a folder just as you were assigning permissions for the folder (once EFS is enabled for the folder itself). The following TechNet article goes into great depth about EFS. You'll want to review the section entitled "Encrypting and Decrypting Files and Folders by Using My Computer" for the steps on encrypting a folder and subfolders.

Subfolders should automatically inherit the "enryption" property unless specifically overridden.
