Access denied with robocopy on user files of folder redirection

Folder redirection is set up in AD to redirect users folders to \\FS1\usr\%username%

FS1 is windows 2008

I am trying to set up a robocopy batch job to mirror \\FS1\usr over to \\FS2\usr

This job is being executed by a domain administrator, but about 15% of the files are giving errors with permission denied.

Access is denied.


I can confirm that these are not locked files.  I have also gone in and manually tested explicitly setting the permissions for a folder to grant domain admin full control (which requires first taking ownership and re-applying the old users access) and this works with robocopy.  I would like to figure out a way to get around this though so that I dont have to manually go in and reapply permissions to folders.

I have tried setting up a new user and putting them in the admin group as well as the backup admin group and neither work.  Changing the permissions works, but this is not the ideal solution.  Backup admin would be the best, and should work, but for some reason this is not the case.  Any help would be greatly appreciated.
