The Solution Rating System

What a hacker does with IP address ?

I wonder what the hacker does with the victim IP address.
Can he penetrate the victim's computer directly ?
OR use telnet to connect victim's IP ?
Or use FTP to upload files to victim's PC ?
I know how the hacker can grab one IP but i don't understand what he does with it. Start Free Trial
