How To Verify A Port If It's Blocked Or Not?

Zones: Consumer Firewalls, Web Browsers, Network Software Firewalls

Are there any ways to verify some specific ports if they are blocked or not? I don't mean ports for "Outbound" traffic (Such as servers), what I mean is some special ports that are required to access some specific sites(Such as some webhosting's administration panel.. etc).
