failed to connect to the module

We have just installed Checkpoint R62 on IPSO 4.2 Nokia box, GUI client IP was added on cpconfig command,  so smartdashboard can connect to fw, however, we cannot add a new rules on smartdashboard, even we can connect fw, the error message was shown below when I run policy -> install

error message:
