The first statement allows anyone on the Internet to access host 1.1.1.1 for TCP 80 as a destination port.
The second statement allows anyone on the Internet to access host 1.1.1.1 on ANY destination port from source port TCP 80.
If you are running a web server on host 1.1.1.1, then the first statement is what will allow traffic inbound to that box for web traffic. The second statement would probably not get many hits on it since TCP 80 is rarely a source port.
