The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. PIX VPNs and access lists

I am quite rusty with my PIX configs. A customer has asked me to review and tidy up their ages old config. What I see is things like:
access-list 101 extended permit ip 172.16.6X.0 255.255.252.0 172.16.X8.0 255.255.252.0
access-list 101 extended permit ip 172.16.6X.0 255.255.252.0 172.16.X2.0 255.255.252.0
access-list 101 extended permit ip 172.16.6X.0 255.255.252.0 172.16.X6.0 255.255.252.0
access-list 101 extended permit ip 172.16.6X.0 255.255.252.0 172.16.X4.0 255.255.252.0
With no access groups associated to them and no reference to the ACLs in crypto-maps and tunnels etc.
However when I rip these seemingly meaningless ACLs out the IPSec VPNs  associated with destination address networks they stop working. Surely there is a better way? There are loads of them and there are network-objects configured for the remote sites.
Surely there is a better way?
