Cisco CME External Phone Calls to DID do not forward to voicemail, Internal Works 100%

Hello, I am having trouble with my CME setup.

When an outside caller dials a DID, eg., (424)XXX-YYYY
YYYY Being the internal extension corresponding with the DID
If the call rings through, the caller is notified that a mailbox does not exist for that user and is transferred to Reception.

If the call is made internally and rings through, it successfully reaches the voicemail.
