AD Group needed for IAS to authenticate ASA 5540 from Cisco VPN Client

I have a Cisco ASA 5540 setup to authenticate VPN users via RADIUS through a Windows 2k3 server running IAS.  When I connect using the VPN Client only the admin accounts I drop in the AD global group I've made for RADIUS authenticate.  Someone else setup the domain security, so I don't have access to see what mods they did to the default groups.  I was thinking it might have something to do with Routing and Remote Access in AD.  Does anyone know what the minimum permissions the AD group for the VPN Client users needs to have?

I have the ASA configured to use the IAS server and it works.  When I run a test on the ASA to authenticate I can authenticate users, but only the admin account users.  Normal user accounts fail the test.  When the admin accounts connect via the VPN they have the access I want inside.  I just can't find what permissions needed to be added to the VPN group to make it work for normal users.
