ISP assigned me 2 public ip with no subnet and no default gateway

I've been asked to configure 2 working VPN tunnels on 2 Cisco Pixes 501. The Pix must connect to another Pix and to a Netgear ProSafe firewall. I've been assigned by the service provider the following:

Calgary site:

2 public ip's
Default Gateway
Subnet Mask

However,

Vancouver Site:
2 Public ip addresses only
No Subnet Mask
No default gateway.

My question is can I make 2 separate VPN connections from the pix in Vancouver to Calgary and can users browse the internet without any restrictions?

How can i route all packets to the default gateway if i do not know its ip address?
