Cisco PIX External Access

I have a Cisco PIX 501 connected to the WAN with a public IP address. Everything works except my abiltiy to access the PDM through the outside interface.  I can ping my Public IP address from outside.  I can access resources on the inside from outside.  
The PIX is set for PDM access from the inside network and on the outside from 0.0.0.0. mask 0.0.0.0. and also from an outside network.
Using https://ipaddrss does not get me connected, only a browser message about Network Time Out.
