World wide web publishing service wont install

Hello-

I am trying to install iis on one of my servers and i go through the installation and it looks like everything installs without error.  When I go into IIS however, the default website is "stopped" and wont start.  I looked in services and noticed that www publishing service isnt getting installed for some reason.  I have uninstalled and reinstalled a couple times and made sure www publishing service is checked while doing it.  I looked through the iis6.log file to see if anything stood out and nothign did but i can post that here if someone wants it.

Do you have another internet service such as tomcat installed, and is it using port 80?

Any events in the event log when you try to start it?

no other web services.

No events logged.

Have you tried "iisreset" or a reboot?

yes several times.

One thing i might add, this is 2003 enterprise and a 2 node cluster.  Both nodes are having the same problem.

Did you check the IIS logs, by default under C:\windows\system32\LogFiles

I did check and there arent any logs created there.

I tried to uninstall just the www service (not iis all together) and when i reinstalled i got this error in the event viewer.

Event ID:  3009
Installing the performance counter strings for service W3SVC (W3SVC) failed. The Error code is the first DWORD in Data section.

Back to the drawing board.

Did you install it with an account that's different from the one you're logged in as?  I.e., did you install it as admin, and reboot, and log in as yourself or something like that?

A similar issue appeared in this thread and they deleted the key.

I installed it as myself w/ domain admin priv.

I'd backup the key, then delete it, and then see if it'll install correctly and run.

Which key?  The entire w3svc?

The performance key doesnt even exist, which would explain why it cant access it.  I tried importing the performance key from another server and that didnt work either...

I got this to install correctly.  What i did was set Admin privilege to full control on this reg key.

hklm\software\microsoft\windows\windows nt\currentversion\svchost
