limit download speed on Cisco asa

I have a Cisco ASA5505 Firewall.

I have found the Cisco Documentation regarding setting up Qos on the firewall and as usual it is about 50 pages and I don;t really have time to read it all.

Rather then setting up qos, How can I limit the download speeds on port 80 and 443?  We only have problems when people download large files.  I have 2 T-1's which is 3mb.  what I would like to do is limit the combined bandwidth usage of HTTP and HTTPS to 2MB

Can this be done, preferably via the asdm?
