After contacting watchguard support, they admit that they neglect to mention on the documentation that the Watchguard System Manager as well as log server, web blocker etc., is not supported on a 64bit OS.

Watchguard toolbar option never appears
I am attempting to install Watchguard Web Blocker and Log Server. During the installation when I get to the section in the wizard that asks me to activate the Watchguard Tool Bar I cannot because the item never appears in the toolbars list. I have installed this software many times and I am well aware of how to turn on a tool bar. The documentation indicates that it should take a few "moments" for the selection to appear and I have waited several hours. I have never had to wait longer than a few seconds for the option to appear in the toolbars list.

Try rebooting the machine; and then try again; not sure why you facing the issue. Are you installing as local administrator; if possible once try with administrator account.
