I has address my external interface with the 1st in my range, and i use that for VPN Tunnels.
What i would like to do is use another IP from my range, on the external port to forward to my webserver.
Is this possible?

If you are running version 7.x of software then the unit would not support multiple IP addresses; if you are running version 8.x or higher then yes the device supports multiple public IP addresses [1-1 NAT].
The difference is old or generation 1 X Edge units (as I call them) only can be upgraded upto 7.x version of software and they only support 1 public IP.
The latest or X Edge-e series products can be upgraded to latest 10.x version and they support 1-1 NAT.

Yes, if the device supports more then one ip address on the interface.
for example on a cisco router:
ip address 23.43.23.1 255.255.255.0
ip address 23.43.23.2 255.255.255.0 secondary
