I used portqry to find that a port is not listening. How do I change it to listening?

Port 25 is shown as not listening. I need to change it to listening. The firewall does not show anything blocked for this port and Mcafee does not have anything listed for the port either. The server is a domain controller but not an exchange server.Start Free Trial
