It's important to note here that the above is more suited for outgoing rather than incoming. If your university firewall is NAT'ing (which is most likely is) you may not be able to receive an incoming call, as the firewall may not be able to figure out where to connect the incoming stream. If you don't seem to be able to receive a call, try initiating it yourself, as your firewall should have no problem with that.

If you are behind a firewall, you can still Voice Chat as long as your firewall permits outgoing TCP connections to vc.yahoo.com on ports 5000 and 5001. If you use a proxy server to connect to the Internet, you will not be able to use Yahoo! Voice Chat.
In order to use all the Yahoo! Messenger Webcam features, your firewall must permit incoming and outgoing TCP connections on port 5100. You must ask your system administrator to make this change.
If you use a proxy server to connect to the Internet, you may not be able to use the Webcam feature.
