Double NAT with a Symantec 200R

I have read some of the posts regarding double NAT and would like to see if the following scenerio will work, or if there is a better way.

Internet------->Zyxel 623 Modem---------->Symantec 200R----->Lan
           !------>Cable modem----------------^

The cable modem works, but the DSL connection does not. Since the DSL is a pppoa connection, I have been told that I can not put the moden into bridge mode and assign the static DSL address to the Symantec. So, can I double NAT this network like:

static wan address---(Zyxel)---staic Lan 192.168.2.x ----> static 192.168.2.x---(Symantec)---dyanmic Lan 192.168.1.x

So both the Symantc and Zyxel do NAT, but only the Symantec does DHCP? Is there a better way?
