ISA 2004 won't allow FTP traffic through

When I try to connect to a published FTP server in ISA I get a Failed Connection Attempt on the server side and the client gets a "Connection refused" error.  The log values are returned below with the empty fields and IP addresses removed.  I am trying to connect from a machine that is on the internal network as well as a machine that is on the external network.  Neither of these machines can connect.  At one point in time the FTP server was installed locally on the ISA box but has been moved to another machine, since then I have uninstalled the FTP server on the local client, I don't think that should be related but I mention to add more details.  I have done a bunch of searching for the error code 8007274d but can not find any information as to what it really means.
