Need help understanding port forwarding on an actiontec FIOS modem / router in  contrast to a linksys router

I was using Ultra VNC on optonline internet service. I had a single rule in my linksys router to forward packets on port 5500 to my machine's nat internal address.  worked great.

now I moved to FIOS and trying to set up their firewall in the actiontec router they supplied.  seems like a more fully featured router.  I created a port forwarding rule:

Network Address       Public IP Address                           Protocols                      WAN Connection Type Status  
 192.168.1.3                                                                TCP 5500 -> 5500        All Broadband Devices  enabled  

but that doesn't work.

I noticed they had some preloaded protocol rules and in looking at the one for ultra vnc, they have the rule set up as:

Network Address       Public IP Address                           Protocols                      WAN Connection Type Status  
 192.168.1.3                                                                TCP Any -> 5500        All Broadband Devices  enabled  

And this rule works... the difference is that the incoming port is any.  I don't understand that - it's saying that a TCP packet coming in on any port  gets routed to port 5500 and sent to the 192.168.1.3 machine??

and that is needed to work?  yeah, their rule for ultravnc includes any > 5800 and any>5900 also.  I got it working without those 2 entries (as I had before in the other router - just a rule for 5500.  the any rather than 5500 for the incoming packet is what is confusing me.  any advice?
