On windows firewall you do not have a option to block traffic from host(s); you can define exceptions and by default any incoming traffic is denied. As suggested in first post you can install any third party software firewall which would give you more features and granularity in firewall configuration.

Good suggestions above, you can do a tweak as well if it is going to be just to stop it and don't want to install 3rd party solutions.
Just add a rogue route for that ip address and done, nothing will go back to him.
route add x.x.x.x MASK 255.255.255.255 y.y.y.y
You could add the above in command prompt where x.x.x.x is his ip address and y.y.y.y could be another computer in the same lan or even give the printer's ip addy :-)
