Shorewall is a great linux firewall solution, but it does not provide automatic failover for multiple internet connections. Here is a good article on what shorewall CAN do with multiple internet connections. ultiISP.ht ml

That said, it would be quite easy to write a small shell script that pings the router on the other side of your internet connection. If it doesn't get a response back the script could simply change the default route using the linux route command. It could then keep trying every n minutes and switch back if the route comes back up.
