Cheaper Alternatives to WebSense SurfControl

I maintain a small network for about 100 users, but 20 of whom have internet access.  I would like to monitor these people's web surfing habits, as well as block certain websites.  SurfControl runs about $2000, but our company cannot budget for that(don't ask me why, they never give the IT dept money) so I'm looking for cheaper alternatives.  If you have used something similar to Surfcontrol which is suitable for a small company, please state the product and your opinion of it.  Thank you
