Trouble accessing certain ports even with the firewall disabled

We are trying to test out an application that requires accessing ports 7190 and 7191 on the Redhat workstation from a Windows workstation.  Both the Redhat and Windows workstations are behind our corporate firewall and on the same network segment.  Neither machine has their internal firewall turned on.  

The Windows workstation can access this application running on other machines in the network, so we know it is an issue with the Redhat computer.    There is no anti-virus/anti-spyware running on the Redhat computer.

Can anyone think of anything that might be blocking these ports?
