ISA 2004 Dropping SMTP traffic

Hello,
I am trying to configure ISA for a customer and it is giving me all sorts of trouble passing SMTP traffic inbound.  The setup is as follows:

[ROUTER]---------DMZ-------> [ISA 2004] ------SWITCH------> [EXCHANGE 2003]
                                                                              |
                                                                              |
                                                                              -------------> [PDC]

I can get email out no problem, but inbound i get the following error
0x80074e24 FWX_E_CONNECTION_KILLED
and then
0xc0040017 FWX_E_TCP_NOT_SYN_PACKET_DROPPED            

All I have is a rule for all clinets to allow all outbound traffic and my SMTP Server publishing rule.  

Been searching online for about 6 hours, but nothing is pointing me towars a solution.  Any takers? Start Free Trial
