I have these two lines int he config .Does this mean ip allowed or denied ?

access-list Outside deny ip any any

looks like one contradicts the other.

from what i know:

access-list Outside permit ip any any
This will permit all ip traffic

access-list Outside deny ip any any
This will deny all ip traffic

You are giving with one hand and taking with the other as MarkMichael has said.

One cancels the other.

Depends on which one comes first. Access-lists are always processed top-down until first match
If the permit ip any any is listed first, then all traffic is allowed.
If the deny ip any any is listed first, then all traffic is blocked
