How to block port 25 using GPO on 2003 Standard

Hi
    I tried blocking outbound traffic on port 25 using GPO.  I don't have email server so I can block this port on all the pc that connects to our DC.  I followed the insturction from the microsoft library.  For some reason I can still telnet using port 25.  Is it because I have to block inbound traffic also?

Hi,
    I'm currently having diffuculty implementing the group polcy.  Is it possible for me to block port 25 on my 2003 server that does the NATing to the internet for the mean time, and will this prevent spam infected pc from sending out spam to the internet?  I'm trying to prevent our public IP from getting blacklisted again.
