I'm not sure how much I can help, as I don't have Norton 360 (or PCAnywhere) myself, but will give it a try:
Are you trying to connect to your desktop (where Norton 360 is installed) from another PC using PCAnywhere?
If you are unable to connect, it could be the Norton firewall, or it could be something else as well (such as the router firewall/settings, or the Windows firewall.
The first thing I would try is to disable the Norton Firewall, and see if that lets you connect. If it does, then you need to reenable the firewall, and open specific ports.
