you only need to use cisco VPN, it will take care of connecting windows hosts in both sides of the VPN or whatsoever, it's doesnt matter whether it's production or testing,
at work we use cisco ASA VPN to connect remotly to our production and server farms network, we never use Windows 2003 server; Routing and Remote Access server, it's software based VPN, the routing and VPN points should be hardware based like cisco, it's fast/reliable and doesn't crash.

Hi,
Windows server is able to act as VPN server, but it reachable from native windows cilent!
Cisco ASA/PIX has IPSEC vpn server, which stronger than windows!
