Virus/Malware has changed my security settings and I can't turn on Automatic Update or go to Microsoft's update site

Hello, all.

I first noticed that yesterday I couldn't go past my home page on IE (e.g. I would type another web page and would stay on the home page.)  Then I noticed that my Automatic Updates was turned off.  When I "click on the balloon to fix it", it says that I don't have the proper security, on my own pc, to change them this way.  So I go to the Control Panel to turn them on, but every time I go back to the security center in the control panel, it's shows that the automatic updates are turned back off.  I ran a virus scan and found nothing.  However, whenever I click on My Computer, and any hard drive or folder within, IE pops up stating that "This page cannot be displayed".  I checked Event Viewer but, of course, the default trace has been disabled or removed and the security log is wiped clean.  
....and....oh yeah.....Explorer.exe is slammed so that my icons disappear while the virus/malware holds it hostage.
