How do I unspoof my public ip address -- Help!!

Hello Experts:

I need help!!  My public ip address of 208.47.93.150 has been spoofed to another Public IP address of mine of 208.47.93.145.   The spoofing has brought down all of my mail services and Outlook Web Access services.   How to I get my ip addresses unspoofed?  Please help this urgent!!

Hello Admin:

Here is the problem I am having.  I just spoke with my ISP and they didn't have there primary and secondary dns servers synced they are synced now.  People are hitting my seconday ip address at my ISP 208.47.93.145 and they need to be hitting 208.47.93.150.  So my question now is how do I get that accomplished--that is for all of them to be hitting the 208.47.93.150 address.
