I forgot something : reactivate your firewall!
This firewall doesn't monitor localhost connections.
You'll have to open TCP/22 (or find the sshd exe) to allow remote connection from another IP.

$ ssh localhost
ssh: connect to host localhost port 22: Connection refused

Hi,
It sounds like you installed SSH (client and server) but only tried the client connection, with no server actually installed.
Check your services "start -> run -> services.msc" and see if you have a line "Cygwin SSHD".
If not, do the following (code attached), it'll install your Cygwin SSHD server and make it a windows service (started automatically at boot time)
Careful: first time you'll have to start it manually.
Test again your "ssh localhost" command. Or, "telnet localhost 22" it should answer if the connection is done (CTRL-$ then quit to quit)
