Can't find cairo-pdf.h. You must build Cairo with the pdf

When I compile GTK I get the error message:

checking for httpGetAuthString... no
checking cairo-pdf.h usability... no
checking cairo-pdf.h presence... no
checking for cairo-pdf.h... no
configure: error:
*** Can't find cairo-pdf.h. You must build Cairo with the pdf
*** backend enabled.

As far as I can see it cairo-pdf.h is in the right place. I (try to) compile under cygwin.
The versions are: gtk+-2.12.0 and cairo-1.4.10
