Cygwin Public Keys / Private Keys Walk Though

We are trying to connect to our web hosting server through Cygwin client with public and private keys and being a beginner are bit lost.

At this point we have setup a public / private key in our web server Cpanel through the Manage SSH Keys section.  We can view the public / private keys in this area, though are not sure what to do next.

We would like to access the server through the command "ssh -ND 9999 user@domain.com"  though when we try to do this we receive the following error message "permission denied (publickey,gssapi-with-mic)."

If someone could please advise us on how to use the keys and execute the listed command to get into our web server that would be great.
