Using Docmd.TransferText to include Double Quotes if field is Null

Within an access module I run several queries to update a table  Once these have been done I export the table using the Docmd.TransferText command  in my case this is:-

DoCmd.TransferText acExportDelim, "Costprice_output Export Specification", "Master_CSV", rs!Account_File_Path_output, False

 the Costprice_output Export Specification includes the fields to include double Quotes on each field (") so for instance output is "field1","field2",etc.. if however one of the fields is null it doesn't create the double quotes....so output if null in field2 file would be:- "field1",field2,field3","field4"...etc...is there anyway to force the quotes so the file outputs even when that field is null i.e. "field1","field2","field3","field4"

As I want all the fields within this I've tried to do without it being a filespec as:-

DoCmd.TransferText acExportDelim, "", "Master_CSV", rs!Account_File_Path_output, False

The output also is the same again if field2 is null no double-quotes...?
