Mouse Scroll Ball Scrolling Records not Form

I think I have done this before, but I can't remember for sure. I have a long form that I would like to beable to use the mouse scroll ball to scroll through, but when I move the mouse down, it scrolls the records not the form itself.

Is there a property somewhere that will chage that setting?
