Use of input masks in MS Access 2003 forms

As a relative novice I am trying to develop a solution in Microsoft Access 2003 and have now reached the limits of my capability and therefore require some expert knowledge.

The solution fundamentally records time spent by individuals working against a project and have developed a form in which they can enter this data.
Logically I am looking to maximise the efficiency in which the data is entered and have therefore utilised an input mask on a start time field.
The data source holds data in increments of 15 mins i.e. 15,15; 15,30;15,45 etc.....in order that the user is not required to enter the ',' on entry I have utilised the following input mask as "00,00;0;_".
I have subsequently setup a TabOrder on the form to ensure the user populates the data in the appropriate order.

The problem occurs when I tab to the time fields containing the input mask, as the cursor moves to the rightmost position of the field (instead of the leftmost) and does not display the input mask or required format, however if I click on this field with my mouse instead of tabbing to the field the input mask displays and am able to enter the data seamlessly without issue.

I am obviously missing something fundamental here, however am unable to progress this topic without much needed assistance.
