Access 2007 Report labels and fields cannot be moved or deleted indepent of each other.

I've been creating reports in Access for 6 years, and only now, in Access 2007, I can not do some simple things.  I'm trying to create a report in Access 2007 running on XP.  Using the report wizard, I selected the fields I wanted to display in the detail, grouped by a field called GENERIC, and sorted by a field called SPECODE.  I want to alter the layout that the wizard suggested.  I cannot move or delete any labels.  If I try to remove one, the entire field is gone as well.  If I try to move one label or field to another location, ALL labels in that row move.  How can I manipulate them independently of one another?

In design view, click the field label, click Arrange on the ribbon, then click Remove (which is located in the control layout group)
