Count in Access Report by Value

I have a report that is similar to this question except it has to to with fees. I already have four levels of groupings and have a count of the records in each group. I need to count only the records in the report that has fees >0 in a column. But also show the all records in each row; Example - Field names as:
[BusName], [IdName], [Struct], [Elect], [Access], [Land], [Fire], [BasCom], [BasRes]
There might be [Struct] - $1500.00, [Access] - $500.00, [Land] - $0.00, [Fire] - $0.00, [BasCom] - $60.00, [BasRes] - $0.00 for the first record.
The next record might look like: [Struct] - $1000.00, [Access] - $250.00, [Land] - $100.00, [Fire] - $0.00, [BasCom] - $0.00, [BasRes] - $50.00 .
My total number of records would be two. My count would = [Struct] count of 2, [Access] count of 2, [Land] count of 1, [Fire] count of 0, [BasCom] count of 1, [BasRes] count of 1.

Is this possible to do in a report with already four grouping and a record count?
I am using MS Access 2003.
