Oracle10G AS startup  problem and help regarding dcmctl updateconfig command

I have setup OracleAS 10G as following:
OracleAS 10G Infrastructure components:
Metadata Repositrory: Machine m1
Identity Components: Machine m2

OracleAS 10G MiddleTier on m1

All the components were running fine.

For Integration purpose, I manually changed httpd.conf file on m2 and restarted the http server on m2.This worked fine.
Later I modified the sso/conf/policy.properties file and restarted the OC4J_Security instance.However this failed with error "SSO: DB Error. Please make sure the database is available and restart SSO Server
 
04/08/24 15:12:49 oracle.security.sso.server.util.DBException: Empty DB connect string. Could not create DB connection pool .
SSO: FAILED TO START SSO SERVER! ".

I reverted back the changes made to both the files are restart the services,However again both OC4J_Security and SSO failed.

On m1 I tried restarting the Metadata repository ASControl instance.But this failed with error ""Error 1053: The service did not respond to the start or control request in
a timely fashion."
Same happened for Middle tier ASControl instance on m1.

Am trying to run "dcmctl.bat updateconfig -v" command on m1 for metadata repository instance and on m2 for identity AS instance.

Do I need to execute any other command before executing this? Like 'dcmctl.bat start/stop'. Also around how much max time should this command take to execute? For me control is not returning back for around past 45 min.

Any other way to get the system up and stable?
