How to launch a third-party app from Forms when the app is not on the Oracle App Server

I have a Forms app that needs to launch an application that is not on the Oracle App Server.  It's on a separate server.  How do I launch the app?  Currently the app sits on the local pc and I launch it with Client Host ("....).

I know if it is on the OAS, I can launch it with Host ("..."), but in the new system the app that is on the local pc, will be on a separate server, not on the OAS.  How would I launch the app in this situation.
