Suitable Programming Language for Windows 98 machines

We're going to develop a software (basically involving audit trails) using SQL server 2000 as a backend database.

The client still have a windows 98 machine (and windows xp too)

I wonder what programming language would best suit windows 98 OS.

If i use Java, I would need JDK 5, will JDK 5 work with the latest version of Net Beans?

If i use C#, is there a .NET framework for windows 98?

i was hoping that VB 6 and delphi 6 would be the last option.

Note: this is not a and cannot be a web based application.
