jcl installation failed on windows borland

Hello, I'm tryng to install jcl on my office computer and it doesn't work (I remember tryng downloding and installing it before, but, it never worked then either).

How can I see if I have older version in the computer and how can I start from fresh (if this is the problem).

the include file is the log.
