That doesn't answer the question for the 'Rational ClearCase explorer'.
I worked with ClearCase for 5 years though my current project uses a different versioning system. As far as I remember, ClearCase stores full paths for file elements hence a 'rename' of the folder name would need to update all elements below the folder and the symbolic links defined as well (if any).
I don't think that ClearCase can recover properly when you rename the folder outside of the ClearCase Explorer. It will show ??? icon and you would need a rename function to solve the issue so that we have a hen-egg issue. The only way I know (without loosing the versions and revisions of the elements below) is to create a folder with the correct name at a different place and add it to version control. Then move all elements of the wrong folder to the new location and delete the wrong folder when it is empty (in CC). Finally move the (now correct) folder to the original position. In case of symbolic links you should delete them before that operation and create them again after correction.

Renaming user-created folders within the IDE does not currently work. There is no work-around, other than performing the rename outside of the IDE, and then editing the project file to reflect the new name. IBM Rational is working to fix the problem in a future release.
