How to Configure Serena License manager to use non-default ports for server and daemon.
Resolution

For Dimensions 10.1.x:

By default, the server process (lmgrd) will use port 27000.  The Vendor daemon will use a generated port number.

Sometimes, the ports must be set elsewhere in order to accomodate firewall rules or other needs.

To change the port numbers, locate your license file, named serena.lic.

In Windows environments, the default location for this is:  C:\Program Files\Serena\Dimensions 10.1\SLM
In Unix and Linux environments, the default location for this is: <Serena_License_Manager_dir>/<os>
where <Serena_License_Manager_dir is the directory in which you installed the Serena License Server and <os> is the platform identifier, for example, hpux, aix, solaris, etc.

Within the serena.lic file, locate the two lines that start with SERVER or VENDOR.

The syntax for these lines is:

    SERVER host hostid [port]
    VENDOR vendor [vendor_daemon_path] [[options=]options_file_path] [[port=]port]

Therefore, on the SERVER line, you will add the port number to the end of the line.
On the VENDOR line you will add "port=" followed by the desired port number to the end of the line.  These are two different port numbers (one port number on the SERVER line and a different port number on the VENDOR line).  Check with your network staff to make sure the ports you select are NOT already in use.  After making the changes, save the file and restart your license software.

On the server modify the dm.cfg file, make the following change.

If the dm.cfg file has the DM_LICENSE variable then set the value to:

    DM_LICENSE  <port>@<server-name>

where <port> is the port number from the SERVER line of the license file.  And where <server-name> is the name of the server machine where the license software is running.  Make sure that the only whitespace between DM_LICENSE and the port number is a single tab character.  When finished, the line may look like this:

    DM_LICENSE  27008@DIMSRVR

Save the changes to the dm.cfg file and restart your Dimensions Listener Service.

Thanks for the clarification. My prolem here is that i am trying to connect to a license server which there on different network. Inorder use the same they need open the port in their network. They say that port is dynamic port. Everytime a new port number is genearted. Any idea on how to handle this situation.

The license server port is static.
As for the vendor port being dynamic;  according to the instructions above, you can pick a set port to avoid this exact issue ...
